Old tools for this format don't work for >2gb archives so I wrote something new.

Updated 1.01: fixed a bug extracting srp.pac and added merge_kyonyutry to merge deltas. Run it against _filemacro from srp.pac. Not sure if this will work with older games.
Updated 1.02: now supports おっぱい学園マーチングバンド部.
Updated 1.03: now supports デカくてエッチな俺の姉. Added a -skip_missing option to merge_kyunyutry.
Updated: fixed a bug in merge_kyunyutry.
